Oil/Fuel Seller Requirements and Due Diligence Policy

To ensure transparency and compliance in our procurement process, we have established the following requirements for oil/fuel sellers. Please note that submissions from landlocked CIS countries, including Kazakhstan and Azerbaijan, will not be accepted.

Due Diligence and Seller Profile

All sellers must provide a comprehensive profile for due diligence purposes. This profile must include a detailed RECAP containing the following information:

  • The specific port and terminal where loading or customs clearance has been or will be conducted.

Shipment Basis Requirements

Depending on the shipment basis offered, sellers must provide the following documentation:

FOB Basis Shipment

For shipments offered on a Free on Board (FOB) basis, the following documents are required:

  • TTV (Tank to Vessel) Basis Shipment:

    • Last injection report detailing when the product was injected into the seller’s tank, or

    • A Quality & Quantity (Q&Q) report issued by SGS, Saybolt, or Intertek, including:

      • Composite sampling details,

      • Sealed tank details,

      • Tank number, and

      • Seal numbers.

  • STS/VTO (Ship to Ship or Vessel Take over) Basis Shipment:

    • Last injection report indicating when the product was injected into the vessel, or

    • A Q&Q report issued by SGS, Saybolt, or Intertek, including:

      • Composite sampling details,

      • Sealed tank details,

      • Tank number, and

      • Seal numbers.

CIF Basis Shipment

For shipments offered on a Cost, Insurance, and Freight (CIF) basis, the following is required:

  • Last injection report detailing when the oil was injected into the storage tank from which Tank-to-Vessel (TTV) transfer will be conducted for final shipment to the buyer.

All documentation must be complete, accurate, and verifiable to proceed with the transaction. We appreciate your cooperation in adhering to these requirements to ensure a smooth and compliant process.

Q: What is the port of destination, and how much quantity is required?
A: Before determining the quantity, we need to understand the seller’s supply source and how they secure the oil supply. Based on this information, we can finalize the quantity. Generally, our oil purchases are destined for African ports.
